PAFTE MEMBERSHIP

CLASSIFICATION
There shall be two (2) main classifications of membership:
  1. Institutional Member
  2. Individual Member
Changes in membership classification may be made due to change of assignment, employment location, or other circumstances.

QUALIFICATION
A prospective member shall be engaged in teacher education or teacher education related activities in research, studies and other scholarly works and innovation that will contribute to the improvement of teacher education and other forms of continuing professional education activities.
  1. Institutional Member: An institutional member may be any institution, college, or school department, which offers pre-service and in-service teacher education program.

  2. Individual Member: An Individual Member shall be a person who is engaged in teacher education or teacher education-related activities. Individual membership may be regular, associate or life.

  3. Regular Member: A Regular Member may be a licensed teacher, professor, administrator, or any person who is actually professionally involved in teacher education and who possesses at least a master’s degree or its equivalent. Teachers in Basic Education service who meet the qualifications may be eligible for regular membership.

  4. Associate Member: An Associate Member shall be one who possesses the qualifications of a regular member, but does not have an earned master’s degree.

  5. Life Member: A Life Member shall be a person who has been a regular member of PAFTE for at least three (3) years prior to his/her nomination as such life member, and he/she must have attended at least one (1) National Convention prior to his/her nomination and must be recommended by his/her Regional Chapter, which recommendation shall be approved by the National Board of PAFTE.

  6. Honorary Member:By resolution at a meeting of the PAFTE National Board, a nominee may be awarded an Honorary Membership. Each Honorary Member shall be a member-at-Iarge of all Regional Chapters and shall be entitled to the rights and privileges of a Professional Member in the chapter with which he or she is affiliated.

RIGHTS AND PRIVILEGES
Each member in good standing shall have such rights and privileges as may be expressed or implied by the PAFTE National By-laws and shall include the following:

  1. Each member shall have the right to attend all meetings of the PAFTE, its Board of Directors, its Regional Chapters, and committees thereof, with the exception of certain meetings where the subject matter presented or facilities being visited are of a classified or restricted nature.

  2. With the exception of Associate Members, each member in good standing shall have the right to vote on all matters of National or Regional Chapter business.

  3. With the exception of Associate Members, each member in good standing shall have the right to hold any National or Chapter office; Provided, however, that only an incumbent dean of a college of education or its equivalent shall have the right to hold the office of President/Chairman or Chief Executive or Chairman of the Board of Directors, as the case may be, of the PAFTE National Structure or any of its Regional Chapters.

  4. Individual Members shall have the right to receive PAFTE membership Identification Card. Associate members shall receive an associate’s ID for such purpose.

  5. Institutional Members shall be entitled to a Certificate of Membership.

  6. Life Members shall be entitled to special privileges such as, but not limited to, special ID cards, special citations and awards. The National Board shall determine from time to time the special privileges that may be bestowed on Life Members.

  7. All members in good standing shall have the opportunity to be chosen as recipient of awards and incentives that PAFTE may bestow on deserving members. For this purpose, policies on awards and incentives shall be established by an Awards Committee created for such purpose.

LIMITATION OF MEMBERSHIP
  1. Exclusive Membership: No person may hold membership in any Chapter who is already a member, other than Honorary, of any other Chapter of the PAFTE.

  2. Discipline of Members: Any Institutional or Individual Member who fails to comply with the PAFTE’s National Constitution and By-laws or with the By-laws of any Regional Chapter, may have his or her membership suspended or revoked by resolution of the National Board.

  3. Such resolution shall specify the charges and a hearing shall be scheduled. A copy of the resolution with notice of such hearing shall be sent, by registered mail, to the address of record of said member not less than thirty days prior to the date of said hearing. Voting rights of the member so charged shall be suspended during such hearing, and an affirmative vote of three-fourths of the votes cast by a quorum of the National Board or Chapter Board, as the case may be, shall be required for adoption of the resolution. A copy of the resolution shall be sent to the PAFTE National Board and to the said member immediately upon adoption

  4. Surrender of Membership: Any person who shall, for any cause, cease to be a member of any Regional Chapter, unless transferring to another Chapter, shall relinquish all affiliation with the PAFTE and shall surrender all rights and privileges pertaining thereto.

MEMBERSHIP LIST

  1. Each Chapter shall submit its official list of members to the National Office not later than the first day of June of the fiscal year.

  2. The official list submitted by each Chapter shall be published in PAFTE’s News and Views.

  3. For purposes of the election of PAFTE National or Chapter Board members, as the case may be, the list published in the News and Views shall be the basis of the number of ballots to be issued by the Election Committee.
  4. Institutional Membership Fee shall be Php 2000.00 covering a three-year period. The fee may be subject to a periodic increase upon a resolution of the PAFTE National Board. An Institutional Member shall receive a Certificate of Membership and shall be entitled to two (2) votes.

MEMBERSHIP YEAR

The membership year of the Association and its Regional Chapters shall be from June 1-May 31, covering a twelve-month period.

MEMBERSHIP DUES, FEES AND ASSESSMENTS

  1. The Individual Membership Fee shall be set by the National Organization. A basic membership fee of Php 200.00 shall be assessed per member, which amount shall be collected by each Chapter and remitted to the National Office at least thirty (30) days before the start of the fiscal year (June 1). The fee may be increased by the National Board whenever justified by the requirements of the organization.

  2. The payment of annual membership fee shall perfect the membership of an individual desiring to become a member of PAFTE. Upon full payment of the membership fee, inclusive of the National membership fee and Chapter Fee, a member shall be entitled to a Membership ID Card.

  3. Only one membership ID Card shall be issued to each PAFTE member. For this purpose, only the National Office shall be authorized to issue the official Membership ID Card to each PAFTE member including those of each chapter.

  4. Lifetime Membership Fee shall be Php 5000.00. The fee may be subject to a periodic increase upon a resolution of the PAFTE National Board. A Lifetime Member shall be entitled to a Lifetime Membership Card and such other special privileges as the National Board may deem appropriate.

  5. Any member who is unable to pay the membership fee may petition the Executive Committee for a fee deferral, which must be approved by a majority vote of the Executive Committee of the Chapter concerned. The treasurer shall be instructed to pay the national fees from chapter funds. The member shall pay the treasurer the full amount of the membership fees (no interest shall be charged) at some convenient time before the end of the fiscal year or before the next PAFTE Annual Convention, whichever comes first.

Chapter Membership Fee

  1. The local membership fee shall be set by the Chapter. Each Chapter shall be entitled to assess a Chapter Membership Fee on top of the basic membership fee imposed by the National Organization. The amount collected shall form part of the Chapter funds.

  2. The Chapter membership fee shall be equal to the previous fiscal year fee, unless the chapter votes to change it.

  3. Any applicant for membership (inductee) who is unable to pay the induction fee can petition the Executive Committee for a fee deferral, which must be approved by a majority vote of the Executive Committee of the Chapter concerned.

  4. Only the National Board shall issue the official PAFTE Membership Card. Each Chapter shall not be authorized to issue a PAFTE Membership Card.
